New Legislation Allows Pass/No Pass Grades for High School Students & Request for Retention for K-11th Grade Students for 2020-2021 School Year

Assembly Bill 104 Supports all Students

On July 1, 2021, Governor Gavin Newsom signed Assembly Bill 104 (AB 104) into law. The new law makes changes to three areas that can affect students: retention, grades, and graduation. You can read the complete text of AB 104, Pupil Instruction: retention, grade changes, and exemptions here.

Option to Change Letter Grade to Pass/No Pass Applications Due August 20, 2021

Parents of a student, or a student that is 18 years of age, that attended high school during the 2020-2021 school year can request to change a grade to Pass (Credit) or No Pass (No Credit) if they were enrolled in the course during the 2020-2021 school year. Please use this application, due August 20, 2021, if you want to request a grade change from a high school within the San Leandro Unified School District. Completed applications need to be submitted to the front office of your high school.

The new law requires the California State University (CSU), and encourages the University of California (UC) and private postsecondary institutions, to accept those grades.  For more information about the CSU, you can refer to this webpage.  For more information about the UC, you can refer to this webpage. Some postsecondary institutions, including those in other states, may not accept a Pass or No Pass grade for admissions. For a list of the institutions that will accept a transcript with a Pass or No Pass grade in place of a letter grade, you can refer to this webpage.

Graduation Requirements

High school juniors and seniors in the 2020-2021 school year that were not on track to graduate are not required to complete coursework and other requirements adopted by the school board or county office of education. The district must offer the opportunity for juniors and seniors to complete statewide required coursework if they are not on track to graduate in the 2020-2021 or 2021-2022 school year because of statewide requirements.

Request for Retention K-11th Grade

AB 104 requires the San Leandro Unified School District to implement a supplemental policy regarding the retention of pupils who, in the 2020–21 academic year, received deficient grades, as specified, for at least 1/2 of the pupil’s coursework, except for pupils enrolled in grade 12 during 2020–21. The bill requires San Leandro Unified School District within 30 calendar days of receiving a written retention consultation request from a parent, to conduct the consultation with the parent, the pupil, the https://www.slusd.us/halkin/wp-content/uploads/sites/10/2020/08/slusd-favicon-1.png, and a teacher.
